As for the larger national issue of disability, resistance to government spending is again focused on a disproportionately minority beneficiary population: the U.S. Census Bureau reported in 2008 that in every age category from sixteen to sixty-four (the working age population), the percentage of disabled blacks is far higher than the percentage of disabled whites: for sixteen- to twenty-four-year-olds, 3.7 percent of whites are disabled, and 6.8 percent of blacks; for twenty-five- to thirty-four-year-olds, it is 4.9 to 10.3 percent; for thirty-five- to forty-four-year-olds, it is 7.9 to 13.4 percent; for forty-five- to fifty-four-year-olds, it is 12.0 to 21.3 percent; and for fifty-five- to sixty-four-year-olds, it is 20.5 to 30.4 percent.18

What stands out in all these examples is that under conditions of austerity, in which there is a limited pot of money in toto for social welfare expenditures, retrenchment is borne by those least equipped to cope and/or to mount a politically effective campaign to have cuts shifted to other competitors for federal dollars.19
